Can a foreign national living OUTSIDE the US get life insurance?

My dad is in his early 60's. He's very healthy but he wants to get life insurance in case something happens to him. However, he was told he could not buy life insurance in Colombia (where he lives) because of his age. I was wondering if we could buy one here on the US ( I live in the US)
