I am not 100% sure, but I think the last person to post the tied score gets the higher seed.

Greetings …A word of caution – my answer is based on causal observation and conjecture. Others may have a better and more procise answer than mine.The method of determining 4th round pairings varies with the organization (PGA Tour, USGA, Augusta National, PGA of America, Royal and Ancient).I know that a player's 3-round-total score (say, 70-71-67=208) is considered first. If there is more than one person at the 208 figure, then you could compare 3rd round scores. If one player's 3rd round score is lower than the other(s), then the lower score has priority. If the 3rd round scores are the same for all players, then whichever player finished his 3rd round before the other(s) has priority.Some entities may break ties involving identical 3rd round scores by considering best score on individual holes – 18th hole first, then 17th hole, 16th, and so on.Thanx-A-Lot, Frank-0-Golf

That sounds accurate. It makes sense that if there is a tie, the tie is determined by the best score in the previous round.

It is based on the order they finished in the previous round, if 2 people are tied on 4 under then the person that finished the round first will be put out later
