It means that he started the round on the 10th hole. He will play 10-18 and then 1-9. This happens in the early rounds of tournaments because there are too many players for everybody to start on the 1st hole. After the second round, there will be a cut to the top 70 players. On the weekend, everybody starts on the 1st hole.
