Balls as has been suggested.A round of golf (or two) at a local course.They make hand warmers (it's a small bag you squeeze and the stuff inside heats up) that you slip into gloves for colder weather play.Tees

A gift card to the local golf store should do the trick. Since he doesn't play as much as he used to, this may get him to start playing more.

A nice box of golf balls is always a nice gift, you should ask him what kind of balls he usually plays with though, because there are many variates

Why not buy them a golf lesson with a PGA Pro. Nothing makes a bigger difference in performance. You may even help them reach their goals with a lesson.

I was going to say balls, but see answer above. A couple of good leather golf gloves would be another idea, footjoy are a good brand, they are about $20 each.
