first off, for there to be a govener, it has to be a gas powered golf cart second it is inside the carburator, kinda like nascar with a restrictor plate , its a plate over the carb, which only allows a certain amount of gas to enter

Assuming you have a gas powered cart, there should be a little metal bar that pulls the throttle when you push on the gas. If you press the gas pedal with the seat up, you should see it. If you bend it up a little, the cart will go faster. Try not to hit any trees.
